The program, established under the Obama Administration, was established in order to protect a number of young immigrants who met certain age, educational, and character requirements, including a long term of presence in the United States, as well as having no significant criminal history. Attorney Mooradian spoke with a group of Community Healthlink employees, including doctors, administrators, social workers, and case managers, regarding services for immigrants and undocumented clients. Mooradian began the presentation with information on trauma and interviewing clients, and then followed up with practical advice regarding applications for relief that might be available for undocumented clients.

Attorney Mooradian participated in a day-long clinic at Boston University School of Law to help advise those who may be affected by President Trump's so-called travel ban, which affects the members of six Muslim-majority countries, as well as refugee resettlement to the United States.
On January 31, 2017, hundreds of protesters attended the Worcester City Council meeting in support of the sanctuary policy exercised by the Worcester Police Department. Attorney Mooradian argued to the City Council that sanctuary policies keep all of us safer by promoting good relations between immigrant communities and the local police.
